If you so happened to be in the little "pocket universe" that so recently was subject to a Burby invasion, you are likely to recognize the uniform which the young man now in town is wearing. In fact, you may recognize the young man himself.
He's certainly assumed that his arrival in this place is somehow tied to the visitors of mysterious origin that were aboard the Enterprise immediately prior to his own unintentional departure, though of course the appearance of the visitors had not actually been explained to anyone's satisfaction before he left.
Now he's exploring, tricorder in hand, and wondering idly about the words of The Traveler, when he had last seen him.
Wesley, there is a power within each of us that most people haven't begun to realize... you have, or I would not have known to come here now...
Now would really be a good time for him to figure out how to tap into that power.

(Maybe these things can be circumvented with tinfoil or something? That's an experiment for another day, though.)
So, yes, while he's looking the other direction she silently emerges from her hiding place and pops into existence like she was totally always there. There's a way this effect can be achieved quite easily, and it is called "looking as relaxed as possible," which she does quite well. She's totally been sitting on this bench for at least five minutes, what are you talking about?

"Hello?"
He takes a step in her direction, but doesn't close the distance immediately. He's in an unknown environment and not entirely certain how he'll be reacted to.

"Lost?"

"It would seem so."
And, staying where he is, he looks over her. He's fairly certain she wasn't there before, but it's not as if he has anything to hide at the moment - certainly, he's got no more idea of what's going on than anyone else does. Which, for the record, is a terribly frustrating experience when you're used to seeing these sorts of things so clearly.
"Though I'm starting to get the feeling I'm not alone there."
